Programme Director, with main responsibility for:

Finance project team (including effectiveness related to UN Funding and development financing);

Leadership project team (Norms, Governance included). *Project responsibility may vary over time, as strategy is revised and priorities are made.

The work of the Programme Director is to contribute to safeguarding the professionalism, credibility and strategy of the Foundation, under the overall supervision and guidance of the Executive Director and policies, decided by the Board of Trustees.


The post works closely with the Programme Director for Peace and Security Team (includes work related to the New Agenda for Peace, financing prevention, inclusivity/HR/climate aspects integrated), and with the Head of the Communication Team (integral dimension and competence for all project activities).

Dag Hammarskjold Foundation is a “think-and-do-tank” with a focus on effective multilateralism with the UN at the center. The Foundation focuses, across project priorities, on UN’s accountability to agreed norms and policies and Change, contributing to innovation and rethinking development effectiveness, for more impactful results. The Foundation works primarily with the UN and its Member States and partners with other key stakeholders to make the UN’s work effective, transparent and accountable.

The Foundation’s main roles are as producer of evidence-based knowledge, facilitator of key stakeholder dialogues and trainer of multilateral leaders and champions.

The Foundation’s result framework and factors for success are:

- Access to key stakeholders, policy processes and decision making;

- Engaging key stakeholders and partners, facilitating change management and innovation.

- Influencing change, contributing to key stakeholders shifting behavior and investment, improving impact and results, realising international ODA commitments and development results there beyond.

All staff have an anchoring point in a specific project and are expected to work across other projects, adapt and adjust tasks, responding to international demand, within the strategic framework of the Foundation.

The small organisation needs to balance clarity and predictability of work, with agility, responsiveness and relevance in delivery. The Programme Director will contribute to defining organisational capacity needs, distribution of tasks, competence development, planning and supervision of staff. The priorities and distribution of tasks and designated human resources are agreed in the Annual Work Programme, annually approved by the Board of the Foundation.

Aim, Purpose of the Position

The Programme Director’s work will focus on supporting the Foundation’spriorities and programmatic activities as laid out in the Strategic Framework 2022-2025 and Annual Work Programme under implementation.


The position will oversee work related to the following issues:

o Leadership, based on the UN Charter and the role of the international civil servant, international norms and standards - including accountability, transparency, trends and innovation, with a focus on the UN Development System.

o Repositioning and effectiveness of the UN system, with a focus on effective Financing, optimising resources for more impactful results and related institutional reform, required for effective implementation of global commitments, including the 2030 Agenda and the Paris Agreement.

o Staff supervision and implementation of agreed priorities of the AWP, with focus on the Finance and Leadership teams and cross team collaboration, programmatic, communication, Adm/Fin/HR.

o Advance external analysis, networks and expand partnerships with key stakeholders, including senior advisers, fellows and consultants of the Foundation.

o Represent the Foundation in external relations: facilitate and moderate external dialogue with key partners, including at senior management level.

o Contribute to Organisational development, competence development, and staff retreats

o Results formulation, monitoring and documentation of outputs and outcomes.

o Contribute to Planning and formulation of the next annual work programme preparations for the next multi-year strategy.

o Report writing and presentations of results for the Board and key partners.

o Strategy development, learning from past experience, soliciting the opinions of key partners, utilising staff competence.

o Resource mobilisation

o International travel for participation in meetings and external events as needed.

Education:

· An advanced University degree (Masters, Doctoral or equivalent) in Social, Political Sciences, or equivalent. A Bachelor degree in combination with highly relevant and work experience may be accepted in lieu of a an advanced degree.

Professional Experience:

· Minimum of 15 years of relevant work experience in the area of development cooperation, multilateral affairs or another relevant field.

Thematic expertise:

· Documented experiences from multilateral and development cooperation organisations (such as the United Nations, the Organisation for Economic Co-operation and Development OECD, The European Union) and/or international non-governmental organisations.


Meriting:

o UN/multilateral reform and leadership

o Development financing and effectiveness (knowledge of effectiveness policy, ability to originate analysis and lead data driven presentations, reports, manage and facilitate stakeholder dialogue.

o International experience working across levels, between global headquarters, regional institutions and country level.

o Applied research and training is considered an advantage
